It is unclear who Mr. Shepherd might be, but Dr. Ross is Alexander Ross, a physician and long-time resident in Mascoutah. According to the Historical Encyclopedia of Illinois (Vol2, Chicago, 1907) he came to Mascoutah in 1847, and indeed he resided there in 1850 when enumerated in the census.
